  Israeli environmental groups had asked the country`s Supreme Court to annul the deal and halt oil supplies, citing the company`s questionable security record and the risk of parking supertankers next to Eilat`s fragile coral ecosystems. The groups withdrew their complaint earlier this month after the Justice Department decided to side with the Department of Environmental Protection. The Open Skies agreements have significantly expanded international passenger and cargo flights to and from the United States, boosted more travel and trade, boosted productivity, and fostered quality employment opportunities and economic growth. Open Skies agreements achieve this by eliminating government interference in airlines` business decisions about routes, capacity and prices, and by enabling airlines to offer consumers more affordable, convenient and efficient air travel. The secret deal would have significantly increased the number of oil tankers docking and unloading in the Israeli resort of Eilat. It was carried out last year between the Europe-Asia Pipeline Company, the Israeli government company, and MED-RED Land Bridge, a joint Israeli-Emirati company, following the historic agreement to establish formal diplomatic relations between Israel and the United Arab Emirates. Tamar Zandberg told Israeli Army Radio that according to a Justice Ministry statement that his office had the power to restrict the activities of the Israeli government company that signed the agreement, “the agreement cannot be realized.” The United States has made Open Skies with more than 100 partners from all regions of the world and at all levels of economic development. In addition to the Bilateral Open Skies Agreements, the United States has negotiated two Multilateral Open Skies Agreements: (1) the 2001 Multilateral Agreement on the Liberalization of International Air Transport (MALIAT) with New Zealand, Singapore, Brunei and Chile, which was later joined by Samoa, Tonga and Mongolia; and (2) the 2007 Air Transport Agreement with the European Community and its 27 Member States. “The agreement exists on paper, but there is no way to achieve it,” she said. “They will not bring in more tankers than the current permit allows. Originally hailed as a move that could cement nascent diplomatic relations and boost Israel`s energy ambitions, the new Israeli government, which was sworn in this year, has ordered a review. This followed an outcry from environmental groups warning that increased tanker traffic would threaten to wipe out coral reefs in the Gulf of Eilat. The decision angered investors and risked a diplomatic dispute with Israel`s allies in the Gulf. The agreement aims to achieve this objective by creating a framework for cooperation in the conservation and management of these resources. It promotes the order of the oceans through the effective management and conservation of the resources of the high seas, including by establishing detailed minimum international standards for the conservation and management of straddling fish stocks and highly migratory fish stocks; ensure that measures for the conservation and management of these stocks in areas of national jurisdiction and adjacent high seas are compatible and consistent; ensure the effective implementation of these measures on the high seas; and recognition of the specific conservation, management, development and participation needs of developing countries for the two types of stocks mentioned above. The conditions for the entry into force of the Agreement were met on 11 November 2001, when the Minister for Foreign Affairs of Malta deposited with the Secretary-General an instrument of accession to the Agreement.
