The amount of fees a merchant can charge a cardholder is limited to the cost of the merchant accepting Mastercard credit. For merchants who choose to charge a brand-level surcharge, a merchant may only charge a Mastercard cardholder a supplement to the lower amount of the merchant`s average effective discount rate that the merchant pays to its acquirer for accepting Mastercard credits, or the maximum surcharge limit below. For merchants who charge a product-level surcharge, the surcharge cannot exceed the cost of acceptance of the respective Mastercard credit product by the merchant, less the Durbin Amendment`s cap on debit interchange fees.
